What mulch does for an Anaheim yard

What is the 3-3-3 mulch rule?
About 3 inches deep, kept 3 inches off trunks and stems, refreshed about every 3 years (top-ups sooner). Depth holds moisture and blocks weeds; the gap at the trunk prevents rot. Simple, and skipped constantly.
Do you just put mulch on top of the soil?
On prepared soil, yes, mulch sits right on the ground where it feeds the bed as it breaks down. The prep is the difference: we weed and edge the bed first, so mulch is a finish, not a blanket over problems. No plastic sheeting under organic mulch.
What does mulching cost in Anaheim?
